NATIONAL TRUCKING WEEK - 11 I TRUCKING Road safety is, and always will be, a top pri- ority for members of the Manitoba Trucking Association (MTA). "The trucking industry is really one big family," explains Don Stewart, Senior Business Develop- ment Manager for the MTA. "There is about one, maybe two degrees of separation from everyone in this industry. We all know each other, and we all want to see that everyone gets home safely at the end of the day or the end of a trip." Federally, the trucking industry is regulated by the National Safety Code, which consists of 15 different performance standards that apply to everyone responsible for the safe operation of a commercial vehicle. These standards range from hours of service to cargo securement, vehicle maintenance to records maintenance. All car- riers in Manitoba are expected to maintain the standard of all 15 of these safety codes. "The National Safety Code was developed by the Canadian Council of Motor Transport Administra- tors (CCMTA)," explains Stewart. "People on this council include representatives from trucking companies, the trucking associations, and gov- ernment. We all work together to develop and maintain these safety standards, which are regu- larly reviewed to ensure they meet the demands of the modern trucking industry. So, for example, with hours of service standard, the standard has traditionally been pen and paper logbooks. How- ever, with the development of electronic logging devices, the CCMTA has had to look at where they fit within the hours of service standard, and bring that standard forward accordingly." However, Stewart points out, that one caveat the trucking industry almost always has to take into consideration at the national level, is what is hap- pening with our neighbours south of the border. "Borders don't matter when it comes to safety; however, we do have to ensure that our regula- tions don't punish our drivers and companies," Stewart says. "So, we always try to seek simi- larity between American regulations and Can- adian regulations, to the point that the regula- tions between the two countries can be seen as reciprocal. There might be slight differences, but they are similar enough that each country can accept what the other is doing as far as safety is concerned." The trucking industry also works closely with the provincial government on safety issues, as well. For instance, the MTA advocated that the Pine Grove rest area remain open, even after the provincial government slated it for closure ear- lier this year. According to Stewart, "our drivers need more rest areas, not fewer. Pine Grove is the only public rest area between Winnipeg and the Ontario border, so it was really important to us that this area remains open. We applaud this government for listening to the concerns of our industry and for the many Manitobans who voiced their concerns on this issue." The MTA works closely with the provincial gov- ernment on several safety-related items, includ- ing electronic logging devices (which have seen a trickle-down effect from "what are the Amer- icans doing?" to "how do we implement this in Canada?" to "what does this look like in Mani- toba?") company audits, and Mandatory Entry Level Training (MELT) for drivers. "I think that what you will find is that our mem- bers are going above and beyond what is ex- pected of them when it comes to safety," Stew- art says. "The government is currently surveying stakeholders for the development of a MELT program; however, the MTA, with the financial support of Manitoba Public Insurance (MPI), ran a successful entry level driver training program for a decade, with many of the participants be- ing MTA members. It was a two-year process, but those drivers were well-trained with knowledge- able instructors, in-cab coaches and mentors every step of the way. The new driver training funding program the province has developed takes the successes of the previous program and builds on it. For our members, the days of tak- ing a brand-new driver and putting him or her behind the wheel of the truck are over, and have been for a long time." Concludes Stewart: "Our goal as an industry is to have zero incidents. We want to see everyone, industry members and general public, get home to their families safely."
