In a large bowl, whisk together hoisin sauce, soy sauce, sesame oil, chopped ginger, garlic powder and red pepper flakes. Add the chicken and toss to coat evenly. Refrigerate to marinate, for 15 min. Place chicken on a baking sheet lined with foil or a rack and bake for 45 min, turning halfway, until thoroughly cooked. For crispier chicken, broil for 2-3 minutes at the end, taking care not to burn. Top with sesame seeds and serve with stir fried vegetables. Notes: This recipe can also be prepared on the BBQ. Chicken pieces are fully cooked when a meat thermometer inserted into the thickest part of the drumstick reads 165F.
