“That’s what we want to be much more public,” Moore says. “We will dispel the myth that existing homeowners are paying for growth.” The need for some mythbusting became apparent last year, after a Probe Research survey found that many Winnipeggers didn’t know developers pay for roads, bridges, sewers, hydro, drainage and other costs in new neighbourhoods. “They were completely unaware of the fact that they contribute nothing and that 100% of the infrastructure cost within a new subdivision is paid for upfront by the developer of that subdivision. People didn’t know that, so we’re going to make them more aware over the next few months.” Moore points out that permits, fees and taxes imposed by the three levels of government make up 27.5% of the cost of a new home, while property taxes paid by homeowners in new developments provide revenues for services throughout the city.
