CentrePort drives forward as transportation hub By Jennifer McFee
C entrePort Canada continues to steer towards a bright future as a transportation hub for Manitoba and beyond. The trimodal inland port, located in Winnipeg and Rosser, spans an expansive 20,000 acres. “This is just a little larger than Manhat- tan. It’s the largest trimodal of its kind in North America,” says Carly Edmund- son, president and CEO of CentrePort Canada. “It was created about 15 years ago to capitalize on Manitoba’s strategic advantages, including its central location in North America, right at the intersec- tion of the trade gateways and corridors. We also have a strong transportation manufacturing and logistics sector in the province.” CentrePort Canada brings together three modes of transportation: road, rail and air. For the road component, the four-lane CentrePort-Canada Way expressway goes right through the middle of the project and connects to the rest of Manitoba’s
CPKC (Canadian Pacific Kansas City) and CN — and BNSF Railway can also access the area through federal interswitching rules. In addition, the CentrePort Canada Rail Park project broke ground last year. B.C.-based developer Focus Equities is bringing the project to market, which will provide companies with direct rail access when they build their facilities at CentrePort Canada. Last but not least, CentrePort Canada provides easy access to air transportation through the Winnipeg James Armstrong Richardson International Airport. At the same time, companies can access air cargo options to reach North American or global markets. “The close proximity of all of those modes of transportation in one project — CentrePort — is one of the key advan- tages and benefits for companies that locate on site,” says Edmundson, adding that companies have built more than 2.3 million square feet of industrial space at CentrePort since it launched. “The full development of CentrePort will result in just shy of an $8-billion boost to Manitoba’s GDP. I think we are really well positioned to increase Manitoba’s profile on a global stage with

highway network. The transportation hub also includes two Class 1 railways on its footprint —

CentrePort — and with trade and trans- portation as the launch point.” Looking ahead, Edmundson shares excitement about technological advance- ments that will allow for drone delivery of cargo. “It would be great to reach more remote communities with medical supplies and products that have a time sensitivity. They’re doing some pilot projects in other parts of Canada, and I would love to see that start to play a role at CentrePort,” she says. “Drones, AI, and other types of technology that we talk about in our businesses are going to be present in the transportation sector as well.” She also anticipates enhanced infra- structure and increased activity through

a real strategy and commitment from the community around us to continue to grow that centre of transportation excellence here in Manitoba,” Edmund- son says. “My view is that the state of transpor- tation looks bright. I’m very optimistic about how we’ll continue to grow and support not only Manitoba but also the country through CentrePort.”

At CentrePort, there’s

Navigating change with Winnipeg’s transit revamp

B usinesses in west Winnipeg and throughout the City of Winnipeg will soon have anoth- er way to reach customers and attract employees: Winnipeg’s revamped transit system. The system is undergoing a complete overhaul that will make it possible to travel any- where in the city at any time through the Winnipeg Transit Master Plan, or WTMP. While the current system is focused on getting to and from downtown, the improved system is de- signed to make transit an easy, affordable and green option to get to places that might not have been as accessible before. “There’s a large group of people who never take transit and who wouldn’t even consider taking transit because the system just doesn’t work for them,” says Björn Rådström, manager of service development at Winnipeg Transit. “The idea with this new network is that not only will it make things better and more convenient for the existing riders, but it will open everything up to this large number of people who don’t take transit right now because they simply can’t.” In consultations with the public, the inability to bus home from work should an unexpected issue arise—like a sick kid who needs to be picked up from school or a family emergency—was identified as a major reason people don’t use transit to commute.
“With all-day service, especially on the major corridors, there will be something available for you,” says Rådström. “You can take a bus and get home to be able to deal with whatever comes up.” Another challenge has been the city’s rapid growth. Research into the WTMP began shortly before the COVID-19 pan- demic, with Winnipeg Transit looking to find ways to accommodate this growth. New areas didn’t have transit service, while other areas didn’t have enough. Buses were overloaded and frequently late. Many riders didn’t even know how to use the system.
“And, the system is very complicated. It hasn’t changed in a long time.” As pressure on the existing system increased, the City of Winnipeg allocat- ed funding to deal with it. Funding for planning was granted in 2018, with the WTMP’s early stages rolling out in 2019.

“More and more people moving to the city meant more pressure, but also more and more people who needed to learn about the system,” says Kevin Sturgeon, project manager for the WTMP at Winnipeg Transit.

Then came the pandemic. People began working from home, and social dis- tancing restrictions were implemented, significantly impacting bus ridership. “We didn’t have the tools or the flex- ibility that we needed to adapt to that change very easily,” says Sturgeon. Ridership is mostly back to pre-pan- demic levels, which means those original issues are cropping up again—but, says Sturgeon, there’s now a plan to address them. “The plan revolves around redesigning the transit route network and recogniz- ing the need to create resiliency,” he says. The primary components of the WTMP involve service and infrastructure, with an infrastructure plan based on an ex- panded rapid transit system and a service plan involving an entirely new transit network. As the rapid transit system is a billion-plus commitment stretched over a 25-year period, the service plan is the immediate focus. According to Sturgeon, the new route network and its feeder routes are expected to launch in June 2025. Following that, the network and its feeder routes will be expanded along with the changing communities they’ll serve. While rapid transit comes later in the plan, the routes that will eventually
become the rapid transit line will be launched earlier on. “That lets us see how they perform, and it lets people get used to them,” Sturgeon says of the future rapid transit routes. “It also helps us build the case for upgrading the infrastruc- ture. And, when the infrastructure arrives, it makes the existing service better instead of a big, new change again.” Though rapid transit’s next phase involves the Downtown portions of all three rapid transit lines, its cost and performance will help Winnipeg Transit set the stage for expanding the system further. “Each primary transit line is intended
to become a permanent feature of the city,” says Sturgeon. “They’ll get extend- ed over time, get better, and have more frequency, but stay where they are. That means people can rely on it for planning, investment, or choosing their business location. That’s something that Winnipeg Transit and the City of Winnipeg have never been able to guarantee before.”

connected airports and more than 1,000 daily departures to 210-plus destinations. “Lots of exciting things are happening,” Hays says, “and we’ll keep working hard to further enhance connectivity for the community.” In addition to serving travellers, WAA is making strides as part of Canada’s air freight transportation network. WAA is a crucial hub for many cargo air freight operators and is seeing steady growth. It’s nearing construction on an air cargo logistics facility, which is part of a $120 million redevelopment of the cargo corner of the airfield and will increase the airport’s capacity to handle cargo. That means businesses can get their products to new and existing markets more quickly, efficiently, and at lower costs. The 142,500-square-foot facility is expected to open in late 2025 or early 2026. “That is very, very exciting indeed,” Hays says. As he discusses what’s happening at WAA, Hays highlights the seventh priority in the organization’s strategic plan: further developing a culture of environmental stewardship. WAA continues to understand and ad- dress its climate change risks. It is prioritizing its greenhouse gas emis- sions reduction strategy to meet the airline industry’s ambition of achieving net zero by 2050. WAA has developed a detailed emissions reduction plan to help guide its journey. The plan identifies short-, medium- and long-term tar- gets and initiatives to help measure WAA’s progress over time. It is also

lion people since COVID-19 brought travel to a near standstill. At the same time, WAA increased connectivity to Winnipeg. With United Airlines set to bring its non-stop service to Chicago and Denver back to YWG this spring, the airport will have six year-round destinations to the U.S., which is more than it has ever had before. These also include a Los Angeles route launched in 2022 and an Atlanta route launched last year. The L.A. route is important not only

developing an energy management plan to reduce consumption in all WAA buildings. Additionally, this spring, WAA aims to start disclosing its greenhouse gas emissions, related actions and programs toward targets. “This is a famously difficult industry to decarbonize, and we all have to do our part,” Hays says. “We are partnering with the airlines, aerospace manufacturers, and government to ensure that we have a really good plan to decarbonize aviation and a sustainable business model for the long term.” “We’re certainly working hard on this,” he adds. “This is a global problem, and we intend to be part of the solution.” Hays stepped into his role in February 2022, when the airline industry was just beginning to recover from the impact of COVID-19. He says it was an exciting time, and he quickly saw how dedicated WAA employ- ees are to the organization’s mission of connecting communities. “They have been working flat out to deliver on that mission, which is fantastic to see,” he says. “We’re lucky to have a great team of professionals who are passionate about what we do here and the role we play in the communities we serve.”
