A comprehensive, 130-page master plan outlines all aspects of the project — a mixed-use village with retail and commercial space, a variety of residential options, educational and cultural facilities, and a network of public trails and greenspaces. But that’s not the complete picture. Thomas envisioned, “a place that we could be proud of; a place where there was life and there was excitement and there was always something happening — and a place where you could go to just feel a sense of community.” Treaty 1 Development Corp. was created to manage 109 acres of the site, now known as Naawi-Oodena, on behalf of the seven Treaty 1 First Nations — Brokenhead Ojibway, Long Plain, Peguis, Roseau River Anishinaabe, Sagkeeng, Sandy Bay and Swan Lake. It’s collaborating with federal Crown corporation Canada Lands Company, which is responsible for 51 acres of residential development. Canada Lands has partnered with several First Nations on projects on former federal lands across the country, including a similar project to redevelop Calgary’s Currie Barracks.
