He says the agency is focussed on developing a com- prehensive residential plan for downtown that will protect investments in the area. “The analogy that I use is that when you go to a Sage Creek or one of the suburban residential develop- ments there’s a plan,” Mr. McGowan says, adding buy- ers in Sage Creek know where shops, schools, green space and other amenities will be located before they sign on the dotted line. “There is no plan like that downtown. So you say, ‘All right, who is going to be the Qualico of the downtown or the Ladco of the downtown?’ Maybe we will be the master developer.” CentreVenture will try to paint a picture for potential buyers to show plans for streetscape improvements, parking and retail developments and parameters for future construction. “What you end up building then is the essence of a manufactured neighbourhood. It’s easy to draw an analogy between what we’re doing and what the big land developers do.” Mr. Ranseth says that after living in other cities, he’s come to appreciate Winnipeg’s charms and he likes the direction the downtown is taking. “I just think that downtown is really blossoming,” he says. “There’s work that needs to be done, but it’s hap- pening. Every new development is a step forward.”
